When he applied for his permits, building inspector Elvin Hooper denied them because the plans didn\u2019t meet legal setback rules from the last line of vegetation. As a result the applicant appealed to the planning director and county commissioners. Despite the shore\u2019s high erosion rate, they granted him a variance and instructed Elvin to issue the permits.<\/p>\n<p><a href=\"http:\/\/photoblog.michaelhalminski.com\/wp-content\/uploads\/2024\/09\/Dennis.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-6277\" src=\"http:\/\/photoblog.michaelhalminski.com\/wp-content\/uploads\/2024\/09\/Dennis.jpg\" alt=\"\" width=\"600\" height=\"396\" srcset=\"http:\/\/photoblog.michaelhalminski.com\/wp-content\/uploads\/2024\/09\/Dennis.jpg 600w, http:\/\/photoblog.michaelhalminski.com\/wp-content\/uploads\/2024\/09\/Dennis-400x264.jpg 400w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><\/p>\n<p>This photo was taken a year later as\u00a0<em><strong>Hurricane<\/strong><\/em> <strong><em>Dennis<\/em><\/strong> spun offshore and wreaked havoc on north Rodanthe.
